Doorway Appears in Car Park; Panel Cannot Agree Which Department It Belongs To

A plain wooden doorway appeared overnight in a municipal car park, standing freely, attached to no building and enclosing nothing. PNN convened a panel to establish which department it falls under.
This network's correspondent maintained throughout that the matter is one for highways, on the grounds that the car park is a highways asset. Dr. Hollis Vane, joining by satellite, maintained with equal firmness that a structure is a structure and the matter is therefore one for planning. No permit was applied for. Both agree that one would not have been granted.
Asked twice during the discussion what is on the other side of the doorway, neither panellist responded. The panel concluded in agreement that a form will be required, and the segment ended cordially.
A structure is a structure. That is the whole of my point and I will not be moved on it.
